It may not have been their intent but in a sense it is somehow glorifying these people.
As long as the addicts in this world keep shoving junk up their noses, sticking needles in the body and smoking up a storm, no matter who the authorities arrest the drug manufacturing and consumption will never “died” out, it will just keep killing people.
