It may be too little too late. This kind of disciplinary actions should have started 50 years ago, a hundred years ago, 200 years ago, butt the Catholic religion swept it under the rug because of the damage it would do to their bottom line.
In my opinion, the only reason these actions were taken is because of the public outrage. That in itself takes away from the credibility of the punishment.
