Is my suggestion 100% fool proof?? Probably not, but may be 95% and a hell of a lot better than what is out there now.
The question is; what is more important to the people that run this country, the lives and safety of our kids or the finances to implement my recommendation. What they are doing now (little to nothing) is going nowhere.
Honchos; gotta get off your political ass and do something.
